DRA has in-depth experience in
supporting Federal regulation and policy development. For example
we:
Supported a major Federal government client in updating and revising
guidelines and regulations pertaining to the operation of Non-Appropriated
Fund (NAF) activities. This effort required extensive research in
the applicability of legislation and requirements pertaining to
enabling authorities, contracting, accounting, employment, labor
relations, etc. For example, DRA developed legal opinions on the
applicability to NAF operations of over 40 laws, such as: the Fair
Labor Standard Act, the Miller Act, the Davis-Bacon Act, the Convict
Labor Law, the Walsh-Healey Public Contracts Act, the Buy American
Act, the Service Contracts Act, and the Contract Disputes Act. DRA
drafted and presented a comprehensive manual in a format prescribed
for publications.
Performed an analysis of the existing policies and procedures for
tasking and managing contractors involved in large Government Owned/Contractor
Operated (GO/CO), and Operations and Management (O&M) contracts
nation-wide. We provided insights and recommendations for reducing
the government's vulnerability to waste, fraud and abuse; and otherwise
improving the management of these large contracts.
